Holland Conservation Commission

Minutes of Commission meeting held on October 11, 2011.

Present: Nathan Gumlaw, Chairperson, Marcia Beal, Patricia Caron, Mary Lovett,  Marianne Martone and James Wettlaufer.

Chairperson called the meeting to order.  The minutes of September 27, 2011 were read and accepted and will be distributed.

We received (3) three Recorded Order of Conditions:
  • William Magnotta, DEP File #184-0262
  • James La Billois, DEP File #184-0263, Procedure Sheet #1466 was signed.
  • Wayne and Kim Harrington, DEP File #184-0264
7:30 p.m.  The scheduled Public Hearing of a Notice of Intent for Leslie and Gerald Germaine to repair a septic system at 56 Mashapaug Rd. was held.  Present were the Petitioners.  No abutters came.  Mark Farrell of Green Hill Engineering reviewed the plot plan.  He added to the plot plan “the proposed cut line and extended the silt fence”.  Following discussion, Nathan Gumlaw made a motion to accept the project, seconded by Mary Lovett and all were in favor of closing the Hearing at 7:45 p.m.

7:45 p.m.  The scheduled Public Hearing of a Notice of Intent for Ronald and Barbara LaPierre to repair a septic system at 28 Leno Rd. was held.  No abutters came.  Mark Farrell of Green Hill Engineering reviewed the plot plan.  Following discussion, Marianne Martone made a motion to accept the project, seconded by Nathan Gumlaw and all were in favor of closing the Hearing at 7:55 p.m.

8:05 p.m.  The continued scheduled Public Hearing of a Notice of Intent for Lynn Dailey to repair a septic system at 2 Sandy Beach Rd. was held.  No abutters came.  Mark Farrell of Green Hill Engineering reviewed the plot plan.  Following discussion, James Wettlaufer made a motion to deny the project since we do not have the authority to give permission to cross or dig up a private road which would affect many home owners along Stony Hill Rd., where he plans to install the leach field system.  Also, we believe that all viable alternatives have not been explored regarding the proposed 2 compartment septic tank and pump chamber that are 20 feet from the lake on Sandy Beach Rd. Motion was seconded by Nathan Gumlaw and all were in favor of closing the Hearing at 8:45 p.m.
8:45 p.m.  The scheduled Public Hearing for a Request for Determination of Applicability for Frances Rourke to repair a septic system at 215 Stafford Rd., Map 20-8, parcel 1 was held. No abutters came.  James Wettlaufer recused himself.  Mark Farrell of Green Hill Engineering reviewed the plot plan.   Following discussion, Nathan Gumlaw made a motion to accept the project with a Negative Determination, seconded by Mary Lovett and all were in favor of closing the Hearing at 8:50 p.m.

Mark Farrell of Green Hill Engineering gave us a Request for Certificate of Compliance for Arthur Marsh of 30 Hamilton Dr.,  DEP File #184-0249 to repair a septic system.  A site visit is planned.

8:55 p.m.  The scheduled Public Hearing of a Notice of Intent  (formerly approved on 1-11-2011) for Robert Phelps, DEP File #184-0253  to add a 6’ x 14’ to the front corner of the house which squares up the house at 11 Massaconnic Trail was held.  No abutters came.  Steve Bressette of Jalbert Engineering reviewed the plot plan, which is in the flood plain. He indicated the 8 smart flow vents are more than adequate to provide compensatory storage for the addition.  Following discussion, Mary Lovett made a motion to accept the project, seconded by Marianne Martone and all were in favor of closing the Hearing at 9:00 p.m.


9:05 p.m.  The scheduled Public Hearing of a Notice of Intent for Karen Drudi, DEP File #184-0267 to rebuild existing retaining wall along the waterfront at 330 Mashapaug Rd. was held.  Present were Gerald and Karen Drudi.  No abutters came.  Karen presented her project.  Following discussion, Mary Lovett made a motion to accept the project, seconded by Nathan Gumlaw and all were in favor of closing the Hearing at 9:15 p.m.

A site visit to 55 Union Rd. is planned.

The meeting was adjourned at 9:25 p.m.
